Come join us as we embark on a a two-year study mandated at the LWV VA convention of 2007. Our material (see article, page 3 of the current Bulletin) informs us of what constitutes a felon as well as the history of disenfranchisement. In the Virginia Constitution, only the Governor is empowered to restore civil rights to felons. Without proposing a constitutional amendment the study will determine how the League should address these restrictions, and what or how to achieve restoration of civil rights.
